Improving the Legal and Regulatory Environment for Islamic Banking and Finance
Evaluation of the Possibility of Incorporating Participative (Islamic) Banking in the Existing Legal and Regulatory Framework of the Republic of Mozambique
Client: Banco De Moçambique (Central Bank of Mozambique) on behalf of the Government of Mozambique
The assignment included developing regulatory framework and supervisory mechanism for introduction of Islamic banking, governance, and risk management frameworks; Islamic banking model; capacity building for staff of central bank and commercial banks, and statutory measures to avoid double taxation. The other areas included developing products and capacity related to Islamic lender of last resort facility and liquidity management of the participative banking institutions. The Banco De Moçambique has been equipped to issue licenses for establishing new participative banks, participative banking subsidiaries, and participative banking windows of conventional banks. The capacity building sessions have focused on the orientation and training of the executives and staff in implementation of participative banking and participative banking products and services.
